It is a four pole manual transferswitch. The fourth pole is for a neutral if needed. It’s just how the switch is made. A picture is worth a thousand words.

It’s not two pole, it’s a four pole switch, that was what was throwing everybody.

Common tie bar, it is a four pole switch. The manufacturer just tied two together mechanically.

The second and third poles appear to be overheating, probable loose clamping or burnt contacts.

That one is a three pole double throw, looks like they are double tapping b phase, could be a corner grounded delta, and they are bonding b phase. Wouldn’t make much sense to just tap off on phase.
