Is a breaker lock an acceptable means of disconnect for a air handler in the attic or upstairs mechanical room. The panel is in the garage.

Yes, as long as it's the permanent type. Not the red LOTO type. General rule of thumb is that a breaker lock can substitute for a local disconnect most of the time for anything.
 
As long as this is an air handler covered by the rules in Article 430, I agree with Marc, but if it is something that is covered by Article 440, then the remote locking disconnect is not permitted with one rare exception.

I also agree that a breaker lock is allowed , however I was turned down on a job-- the inspector says 440.14 applies to air handlers , not allowing a breaker lock for a disconnect. Do you know of a code article that states differently?

I also agree that it should be allowed. What constitutes an air handler to be covered by 440. An inspector failed one of my jobs and that is the article he used as reason-- he says that article covers all air handlers.

In my opinion Article 440 does not apply to any air handling units unless they are part of a single equipment that contains the compressor.

"440.3(B) The rules of Articles 422, 424, or 430, as applicable, shall apply to air conditioning and refrigerating equipment that does not incorporate a hermetic refrigerant motor-compressor. This includes......, furnaces with air-conditioning evaporator coils installed,....."
