A Debate between several inspectors

The question is on grounding. The service is 400amp meter with 2 200amp panels with 3/0cu. feeding them.
1) would you pass an inspection if the ground wire size #2cu comes out of customer owned meter box to (5 ft. rule) water pipe and building steel?
2) would you pass an inspection if the #2cu ground wire comes from only 1 panel to water and steel?

Yet, I believe it's allowed either way looking at 250.24 (A) and (A)(1). Yet, I normally go from the service panel, so I do not have to worry about the inspector tagging me for non-accessiblity.

down here the grounding bonding is done in the panels not the meters.
Customers own it all.

I have had inspectors require me to run a #2 CU ground from each panel to the cold water pipe.

Im going to agree with Kingpb these other post are way too warm and fuzzy.
Section 250.24(D) requires the following: "A grounding electrode conductor SHALL be used to connect the equipment grounding conductors, the service equipment enclosures, and where the system is grounded, the grounded service conductor to the grounding electrode required in Part III of this Article".

Because the equipment grounding conductors originate at the service equipment the only way comply with the above requirement is to route the grounding electrode conductor to the service disconnecting means.
