Abandon Underground Comm Cable

I cannot find in the codebook the requirement for removal of abandoned communication cable in a underground pvc pipe. I only see the requirement for the removal of horizontal cable in a building. Is there a requirement to remove this cable, and do you have to seal the pipe openings in the duct bank before it is back filled. Thanks!

There is no requirement to remove cable in conduit and certainly none if the conduit is underground. The reasoning behind removing abandonded cables is to lessen the fire load within the building.
