ABANDONED COMMUNICATION CABLES

2002 NEC requirement for removal of abandoned cables in plenums and vertical runs penetrating more than one floor and vertical runs in shafts, is there a requirement for removal of more than communications cables in just these two areas?
For instance if the cables are under a floor or some other place, can they be left in place abandoned? And what about other types of cables and wires?

if you are required to remove them from the plenum the same reasoning would be from below the floor. this is a big problem when enforced. consider an office building twenty years old - cables are six inches thick across ceilings - now the job you are doing is inbetween two other law offices with normal operations - how are you gonna determine which cables are operational and which are to demoed??????? it can be an expensive operation!!!!!!!!!!!

That's why I ask. In our plant we have "temporarily" abandoned wiring and cabling of all sorts all over the place. Does the NEC mean to have us pulling it all out?
