Abandoned lighting/wiring

I am a building/fire safety inspector and not that familiar with all of the requirements of the NEC. I recently did an inspection of a new outpatient clinic that was located in what that had been a variety store. While inspecting the integrity of the tenant separation walls I noted that there were numerous fluorescent light fixtures located above the suspended ceiling. As per the facility operator, these light fixtures were from the previous tenant and had been left in place after the new suspended ceiling was installed (the variety store had not had a suspended ceiling so these light fixtures had been installed along the original ceiling/roof assembly). He also was not sure if they were still energized or not.
I know that you have to remove temporary lighting fixtures and wiring that were used during construction but is there a requirement to remove abandoned ?permanent? lighting fixtures and wiring?

Abandoned permanent lighting and power wiring can remain.
 
I agree assuming there is no combustiable material above the ceiling, and the ceiling space isn't being used as a plenum return.

If its a plenum return, I think fixtures with a metal housing and no plastic lenses would be OK.

They were left likely because it cost money to remove and dispose of them.If power was removed then no problem other than if in plenum.If still live then need be added to load calculations.We just recently abandoned over 200 of them.Inspector just needed to know they were dead now.Saved us money on temp lighting.
 
If these fluorescent fixtures are of the circuit-interrupting type, the ballasts receive no power when the tubes are removed.
