I know that there are sections in the NEC that require the removal of abandoned communication wiring however; is there a section that covers abandoned power wiring?

Yeah, see if you can Google the IPMC or the IEBC. There's something in one of those, as I remember. I have both of them on CD, so if nobody comes up with something, I'll check in a little later.
