680.15 If an above ground pool is > 42"depth, (680.2 definition), then is it 'permanent'? If so, It needs a disconnect in sight. Am I reading this wrong?

Which code cycle are you looking at? 680.13 in both the 2017 and 2020 requires a disconnect for all equipment except lighting in both permanent and storable pools.

2017. Ah, That's my problem. This area is still on 2008. I looked and 2011 has no 680.13. ( I was reading the 2017 for the jobs I do in the state next to me.) My bad. Thanks !

If it's an above ground pool, it should only have a pump. Might have something else but would be cord connected. Unplugging the cord is your disconnect.
