I'm planning to have an above ground pool installed in my backyard. The preferred location of this pool would be right on top of a feeder (PVC-40/TC Cable/18" Cover) that routes from my main panel to a subpanel for a detached building. Can this above ground pool be located directly on top of this feeder? I'm looking at 680.11 and I'm assuming the answer is no, since this would be a permanent installation.

Underground wiring under a pool is only allowed if the wiring is for the pool equipment.

Just not under the pool and must be in conduit. Look in 680 for conduit types.
