AC units - new industry standard

I was recently at an HVAC distributor to pick up some filters for an air cleaner. I learned that the new minimum efficiency for all residential cooling appliances is 13 SEER.

Now, this made me start to wonder. How many electricians are going to overprotect these units above their listed Maximum OCPD size? I know old habits die hard and I can see this being a problem. Even large tonnage units in this efficiency range have a maximum OCPD size of 20 or 25 amps.

I don't see this being a huge issue. Most of the builders in this area already install 13 SEER or better units. The only time I see less efficient units are on existing change-outs. It is odd to see such a largew unit only calling for a 20A circuit.
