Not at the appliance. Not everyone agrees with that.

My perspective:

It doesn't have a hermetic refrigerant compressor - so art 440 doesn't apply to it.

That leaves us with art 422 being the main code that applies to this equipment. 422.31(A) allows the branch circuit device to be the disconnecting means (regardless of where it is located) for permanently connected appliances not over 300 VA or 1/8 HP.

Not that I agree with a local switch, but it part of HVAC system.

So is the indoor blower unit on a conventional or central AC unit, in that case it usually is on a separate branch circuit and is only associated by refrigerant piping and a control circuit. Those also typically do require a local disconnect at the blower unit because they usually have more then an 1/8 HP motor.
