access door to crawl space

The owner wants to add an access door in the floor of 1st floor electrical room to access to crawl space below, the door will be rated. Is this an code issue to have this door door installed inside elec. room?

I have only seen that done once but I don't believe it is an issue per NEC- possible a building code issue but I don't think it is a problem.
