Accessibility - temp const pwr 120/240V sub panelboard

On this construction site they have several temporary, sub-fed Panelboards with padlocks. I’m assuming the superintendent has the keys. But he’s usually in a trailer several hundred feet away. Is this a NEC accessibility violation?

As long as someone is on site with keys, it’s not a violation, IMO.

I agree. It would still be readily accessible by the Article 100 definition.
