Accessible removable panels

I have a 1200 Amp piece of switchgear for a brand new core and shell. It is an American Midwest Power. The back of it backs up to the building so its not accessible. The sides have removable covers but the core and shell electricians piped into the side of the removable cover. Is this legal?
 
If it’s hard-pied then I don’t see the sides as removable anymore. Is the front removable. The few switch gear I worked on in the past had removable sides all away around, so as long as front was removable I don’t see why it would be a problem.

Yes it can but the future tenant conduits are almost in a place where they are inaccessible without side panel access. The sides are not riveted.

If access is required for the future conduits via the side panels then they need to be removeable.
