Accessing Gear

Have to terminate (1) 4" with #600's in this existing gear to the existing switch( bottom right switch). How would you access the gear to pull in the wire? From the pic it looks like the gear is right against back wall( is that allowed per code)? This is 120/208. Would you be able to safely do it live? Thanks.

Photos aren’t working. That being said you would be hard pressed to find a good reason to do it live. Schedule a shut down. Don’t stick your guys in live gear.
