Actuators for dampers

Are actuators for commecial hvac dampers considered motors and subject to disconnect requirements per 430.101? I need to make an interpretation on this matter. All comments are appreciated.

The dampers I've worked on have been line voltage radically geared down little tiny motors that turn an armature 1/4 to 1/2 a revolution. Looks and smells like a motor to me.

Is this damper out of sight of the HVAC shutoff?

Won't the damper be hidden by the false ceiling (presuming there is one)? I have seen individual disconnect switches (about the size of a standard light on/off switch, an installed in a 2x4 box) in line with VAV boxes. So I presume it would not be hard to use them in this type of installation. My opinion is that it is needed, for a motor is a motor.

For motors 1/8hp or less,the branch circuit OCPD shall be permitted to serve as the disconnecting means.

Yes.

IMO that does not change the need for it to be in sight of the motor.

I am talking about actuators for commercial hvac dampers. I wonder if they are even considered a motor? I have to research the UL white book and see what they are classified as---a motor or an actuator. Thanks for the help any other comments would be great.
