Adding a 125 subpanel to free for solar breaker.

I need to add the bottom feed 30 amp breaker but maybe I did used mine last spare slot for spa. I am not there at that house. So maybe I need to add a subpanel. The easy way to move the a/c 30 amp and spa 50 amp breaker in to a 125 amp subpanel. Also at that time is add a 40 amp breaker for 220v/EV charger plug in garage in case needed. Breaker for panel would be 125 amp.
The wire size would be 1 awg for copper or 1/0 for aluminum.

30+50+40=120 amp.

The question what governing not adding me more breaker in to 125 subpanel?
I am trying to get the min subpanel slot.
But I just hope that have one more spare slot then no need for subpanel. Also drywall is cheap, I will remove the drywall for solar run may just add a subpanel anyways.
