They make PVC crown moulding especially for installing wire behind it. There are some you tube videos showing it especially one with the electrician on "This Old House"
I suppose you could just put 1 piece up on the outside wall to get into every joist bay and from the center light. If they think it looks funky let them hire a carpenter to finish the rest of the molding.
I don't like drilling through wire been there done that.
If they don't want sheet rock or wire damage that would be the way to go.
