Making a provision for something that may or may not be needed in the future in its nature cannot be enforced in court. This only hurts residential or similar construction. Most commercial work requires conduit. Most residential does not. How many pieces of lighting control equipment needs a neutral? It would be better to require a grounding conductor. I think they have lost the diference between these 2 conductors and need to clarify the definitions. Too many "young" and old" people think the phase and white wire is all you need. That the green wire is just extra.
