Additional service panel

For an existing residence there is an existing underground fed 200A service panel which is located at the garage. I will be installing an additional flush mounted 200A service panel (meter/main) adjacent to it for other loads (AG) on the property. For the poco service lateral I will install a surface mounted 400A bussed termination enclosure with flex out the back of it for the service conductors to both panels. Here's the question: since the flex will penetrate the garage wall and travel a short distance inside the garage (probably less than 3' to both panels), will this be in violation of 230-3? ('99 NEC)

Technically, yes. You are going into the building and then coming back out without going through any service equipment. However, this is for a very short distance. Additionally, you are from California, you guys do things differently, even the NESC has been rewritten.

Bottom line, get an answer from the AHJ to be sure. :D

Well lemme preface this by saying that something similar came up just last week on the job, and while I don't have my book over the weekend, I recall the article on services allowing flexible conduit with restrictions....HOWEVER,

Nowhere in CA in my experience has flexible conduit ever been allowed for service conductors, and I've seen it shot down more than once by the local AHJ. I'd recommend investing in some big LB's (just don't buy 'em from Jeff, by all means ;) ) and putting the feeders in GRC to save yourself the potential hassle.

Do you have approval for 2 meters at this property? Most jurisdictions in CA don?t permit more than 1 meter unless the property is zoned for more than 1 dwelling. If you don?t need 2 meters why not set a 400 amp meter main that has (2) ? 200 amp breakers? Use one breakers to feed the existing service panel (you will need to isolate the neutrals in the existing panel somehow) and the other breaker to feed you new loads.

NOXX: I'm basing the flex use on 230-43-(15), but I'll admit I don't know what the CA code says on that, so I'll check.
CURT: Yes, there is approval for the two meters, in fact the permit is pulled and PG&E is set up to pull in larger wire (350AL). The other meter is typically allowed for agricultural loads.
CHARLIE: Good suggestion about AHJ, especially since adoption of CA code.
