bphgravity, my understanding from our local code committee and from our department is that the 2005 NEC is going into effect on July 1, 2006.

Bonding of the metal wall section may indeed have saved this persons life, however if the NM cable was separated by at least 1?" from the metal stud, this probably wouldn't of happened.

Is it prudent for the electrical contractor to energize all circuits and check for energized metal parts? Should the electrical inspector?

I personally feel the NEC already contains provisions to prevent this type of incident, however the Florida Building Commission has taken a harder line on this one.
