AFCI and GFCI combination breakers (Eaton) neutrals

Home inspector
Was doing a one year builder warranty inspection today. I inspected the sub panel and the breakers mentioned above, only 1 had two neutrals installed. All the others (approx. 17 had only one neutral (from the branch circuit conductor). Typically I see all these breakers with two neutrals. Is this acceptable? Thank you in advance!
 
Welcome, My guess it it is a multiwire branch circuit in which case the dp afci would only need one neutral. GE panels also only require one neutral on their afci units
 
Here's a panel from a new house I wired recently. It's a plug-on neutral panel, but not all the breakers are PON.

On the left are my 15s with pigtails (2 neutrals including branch circuit neutral)

On the right are my 20s that are mostly PON (1 neutral, only the branch circuit neutral)

But one breaker has a pigtail

That's perfectly ok


That is a good guess and understanding of what he has.

Most of the breakers get the neutral thru the neutral bar- this panel is designed that way but you have to use the appropriate breakers. They probably didn't have enough of the plug on neutral units so they used the other style which needs the neutral
