HS: your inspector is right. Smoke detectors are one area of the (building) code that is retro-active.
How can this be?
as the Exception says's In existing one- and two-family dwelling units, approved smoke alarms powered by batteries shall be permitted.


2002 NFPA 72
11.5.1* One- and Two-Family Dwelling Units.
11.5.1.1 Smoke Detection. Where required by applicable laws, codes, or standards for the specified occupancy, approved single- and multiple-station smoke alarms shall be installed as follows:
(1) In all sleeping rooms
Exception: Smoke alarms shall not be required in sleeping rooms in existing one- and two-family dwelling units.
(2) Outside of each separate sleeping area, in the immediate vicinity of the sleeping rooms
(3) On each level of the dwelling unit, including basements
Exception: In existing one- and two-family dwelling units, approved smoke alarms powered by batteries shall be permitted.
5.5.2.1
(9) For stairways leading up from a basement, smoke alarms or smoke detectors shall be located on the basement ceiling near the entry to the stairs.

How can this be?
2000 IRC R317.1.1 Alterations, repairs and additions. When interior alterations, repairs or additions requiring a permit occur, or when one or more sleeping rooms are added or created in existing dwellings, the individual dwelling unit shall be provided with smoke alarms located as required for new dwellings; the smoke alarms shall be interconnected and hard wired.

The NY State Property Management part of the State code requires ALL dwelling units to have at the least battery operated smoke detectors installed as of Jan 2003. The other code references required interconnected smoke detectors to be installed, when work is done to a dwelling, even if the work is not electrical work. R317 is the reference we are using in the entire state of NY.
