A lot of places (typically the more rural ones) won't require a permit for a service upgrade or even a whole house rewire job. Their attitude is that its "repairs" being made with "like or same" materiels - hence not significant. The town builds code guys in those places do usually request the work get inspected though and the inspector forward them the report.

Basically, I think in a lot of the smaller/rural areas the town building codes dept isn't run as the cash extortion machine it often is in "big time" cities. They're not looking to generate extra paperwork or generate big bucks, just get the desired results.

If we all did perfect work and followed codes there would be no justification for a building department.Some of the red tags are over things that would never cause a fire or shock hazard.Go into any town that has no inspections and you will find poor quality work.If we inspect our own work it will always pass

A lot of work goes on permits required or not though.

A permit may force an inspection where permits are required, but someone who wants to can call for an inspection any time they want.
