Homes aren't federal property nor does the gov have control over them. There are a million other locations that make far more sense and if any federal property needs to be used during a contingency they will do so. That is one of the basics of make shift, there is a pecking order based on need and quantity.

Granted subway tunnels are not designed as a command center, however if an emergency was profound enough officials would use them. If planes are falling out of the sky, what is more assuring; trailers out on a sidewalk or a tunnel underneath the east river? I know this is an extreme example, but bear in mind the prior to any weather event or tragedy the argument is always that it will never happen. It was said Hospitals would not flood, and during Sandy they did.

That is city people way of thinking:D

I can't think of any federal buildings in the small towns in this area, if any of them have a disaster I guess we are out of luck for a emergency command center:roll:

When there have been incidents involving evacuation of homes in these small towns they have moved those people to schools, churches, city auditoriums, armories (all the National Guard armories are state property not federal). But none of those places have AFCI requirements (so far) either.
