Well that's good, since an article 89 does not exist.

Lemme guess...typo..article 80, which is an infomative annex now anyway.

It doesn't exist in "your" code book, it's actually California Article 89-General Code Provisions

In Florida the code & edition are set at the state level. No local inspector, plans examiner or building official has the authority to allow deviation from that code edition.

To my mind we're not talking about deviation (I hope). We're talking about looking for guidance when interpreting vague or confusing parts of the code.
