Larry you have a lot of good points. I look at an inspector as a professionial and not an abuser of authority, however some do. If an inspector writes a violation a code section of said violation should be cited as well. I don't think that the AHJ should dissaprove UL listed equipment if it is not altered and is installed per listing. Most contractors buy material and assume that it is UL listed. Sometimes it's not and maybe doesn't have to be. I don't run into very many cases where listing is a problem. It's the misapplication of the product that is the problem. As far as the AHJ as a body making the decisions and not the whim of one person. That one person cites the problem and should take it to the body for appropriate action.
