Breakers are accessible without removing any covers, and the manufacturer did not supply and "kit" or assembly to feed the unit with a single circuit. The heat strips are installed in the unit, I have verified this.

I think what KenS was cautioning you about was to make sure and mark any label to match the heat strip actually present if the label has options. Failure to do so will often result in an inspector failing the job. Often the data sheet on the unit will list options and the appropriate one needs to be marked

I have had exactly one HVAC installer (out of hundreds of jobs I was on) that marked the nameplate as to the heat strips installed.
