Where can I find information concerning the regulations regaurding the use and installation of (for lack of a better term) "signaling beacons" on tall buildings and structures?

For instance, at what height does a structure require a beacon or signal for aircraft?

are there any provisions for this in the NEC or IBC? or do I need to start researching FAA regulations?

The FAA will have all the requirements for aircraft warning lights. They should be the first ones you contact for this type of info, and they will tell you what needs to be addressed as far as the location of the building with respect to the nearest airport and takeoff and departure flight patterns.
 
there may be something in the IBC; not sure.

in some instances, regulatory codes are based on FAA advisement. as is the case with radio towers, the lighting requirements are enforced by the FCC under advisement of the FAA. i'm almost positive the lighting requirement is for anything 200' and up.

in certain instances, distance from the nearest airport can change the requirements.


the local airport manager may be able to help you with finding the information. I know also the FAA has employees based in regions all over the country, the airport manager could probably get you in touch with them. or just contact the FAA directly.

Definitely check with the FAA.
The requirements are based not only on the height of the structure, but also the footprint, construction style, aerial visibility (for lack of a better word). I seem to remember some installations also call for redundancy of fixtures/circuits, but it has been almost 10 years since I had to worry about it.
 
Communications towers require beacons if over 199 feet

Sometimes the FAA will require lighting on lower towers if close to an airport

As has been suggested, the FAA makes the final determination

It depends on how far from the runway the building is.

are there any provisions for this in the NEC or IBC? or do I need to start researching FAA regulations?
Follow the NEC for the installation and the FAA for type, location, amount, etc.
