Add some plywood gussets that fit around your wire and holes on both sides of each joist. Make em long so that they get plenty of stress support from the undrilled sections on each side of the holes. Use 3/4" plywood at minimum. Nail pattern to be per framing handbook. Take pictures to show judge. Some of the ships sunk in Pearl Harbor were patched up and put back into use , remind em of that if you get any objections.
