Oop's that's embarrassing. Those plug on neutrals.
All AFCI breakers trip when loaded.

If the neutrals and grounds are touching anywhere on the load side of the circuit breaker the AFCI will work until there is load supplied. Easy test is use a plug tester only, for a load, if this shows proper connection then use a heavier load. If circuit trips you may have neutrals and ground touching.
