This appears to be a UK/French or possibility a EU wiring standard.

The Blue wire is Neutral, the Brown wire is HOT and the Green stripe is Ground. These loose wires would be likely connected to a fuse plug rated for the appliance.

I recall seeing something very close to this on a 3 week TDY mission back in the 70's to our SAC base in Thule Greenland.<

The washer/dryers were either UK or French made and they used these funny looking plugs which were called fuse plugs. They contained a Buss like cartridge fuse and were designed to blow its fuse thus acting like a GFI.

Not sure why our Marine/Naval base would be using these washer/dryer combos ... but Djibouti was under French control for sometime. My son is a Marine and was stationed there last year ... when I see him tomorrow ... I'll ask if he recalls what style washer/dryer they had in the Camp and if they had there own power plant. Hard to imagine we would be using local 50Hz power for a major Naval Expeditionary Base Camp.

With all of the electrical problems in the Iraq Green Zone ... it's hard to believe that the Marine/Naval Ops Cmd would permit any modification to either the cord, plug or outlet.

I can say that there are several power generating stations on Camp property. All use diesel generators, and all are rated 230/400 volts, 50 hertz. I will also mention that Camp Lemonier was once run by the French Foreigh Legion, but I don't know when, or under what circumstances, it was turned over to the US.

I passed on to the EC the suggestion that they buy cords from the local economy, and replace the cords when the machines arrive. I have not heard any reply from the EC, so I don't know what they plan to do.

Saw my son yesterday and asked about power at the camp.

According to Chris, there were approx 6 or 7 main generating plants and about 4-5 sub stations. Base power was 240/50hz and most everyone had at least one step down transformer/converter.

If you were assigned any of the "Annex Locations" downtown or if you were assigned to the Embassy ... you might get a free one but if you weren't connected you bought it "downtown".

As far as washing machines and dryers .... there were a few on camp but they never worked and when they did .... most of the time the water pressure was so bad your fatigues would come out soapy. No problem at the Embassy Compound except when he first arrived .... hot water wasn't alway hot!

Charlie ... let me know when they're all installed & working ... he just might request a transfer from Darwin, Australia and go back! lol
