Washer - cord with missing plug
This appears to be a UK/French or possibility a EU wiring standard.
The Blue wire is Neutral, the Brown wire is HOT and the Green stripe is Ground. These loose wires would be likely connected to a fuse plug rated for the appliance.
I recall seeing something very close to this on a 3 week TDY mission back in the 70's to our SAC base in Thule Greenland.<
The washer/dryers were either UK or French made and they used these funny looking plugs which were called fuse plugs. They contained a Buss like cartridge fuse and were designed to blow its fuse thus acting like a GFI.
Not sure why our Marine/Naval base would be using these washer/dryer combos ... but Djibouti was under French control for sometime. My son is a Marine and was stationed there last year ... when I see him tomorrow ... I'll ask if he recalls what style washer/dryer they had in the Camp and if they had there own power plant. Hard to imagine we would be using local 50Hz power for a major Naval Expeditionary Base Camp.
With all of the electrical problems in the Iraq Green Zone ... it's hard to believe that the Marine/Naval Ops Cmd would permit any modification to either the cord, plug or outlet.
