Aluminum ground wires?

I guess I'm not an aluminum guy I use mostly copper for everything however I have to change a old challenger panel 100a main and it's fed with copper feeders coming from the meter however there is only one #4 aluminum bare grounding wire coming out and it is tagged onto a euford ground in the concrete in the basement and then jumps to the street side of the water meter and that's the ground. From what I know the ground to the rod and the ground to the water meter is supposed to be separate? Is this legit or do I need to run another ground wire and separate the two the ground rod and the water meter. Any thoughts on this will be helpful thanks guys

You heard wrong and wasn't this along the same line as this thread ? All the GE's can be connected together with one conductor or they can be jumped off of the main GE with separate correctly sized jumpers.

Ufer, or concrete encased electrode
Correction, not ground, but either an EGC, or GEC. Definitions are important in Art 250
Al is not permitted with in 18” of earth

No I'm not sure however it looks and feels like aluminum. What is the code reference for aluminum not permitted within 18" of earth I would like to replace it with copper and call it done but I need to justify it to the contractor and also to be honest

Instead of just giving the section I will suggest you read Part III of article 250 and come back and tell us what you found.
