Please, feel free to expand on your remark, I thought the whole reason for the apprentice system was for experienced tradesmen to pass on their knowledge to their apprentices. Is that no longer the case?
 
I really don't see why you are even attempting to install this service in the first place. You are obviously too fresh to the field to even attempt this. You should be working under a Certified Journeyman or Master.. My next problem would be that you are using this forum to basically put together an instruction manual for yourself. The code book should have all the answers you need, and if you can't follow what is in the book.. Maybe you should wait until after you finish school...

I feel the same way. Electrical installations should be supervised and experience should be passed from Journeymen to Apprentice..

you can't downsize that neutral unless you at least meet all these requirements 215.2 220.61 and 230.42 and this appears to NOT be point of service and if that is true then these 2 panels are only good for 180 amps each.

And what size breaker would the NEC allow be put on this circuit if the load was calculated at under 180 amps?????

A DIY 400 amp service? There is no way an apprentice has been left the responsibility for that kind of installation.
