Ampacity loading of cable

If I have a 60 Amp control panel, should the power feeder be loaded to no more than 80% (so run a 75A cable) or can the feeder be loaded to 100% (run 60A cable)? assuming all required derating does not apply.

How long will the maximum load of 60 amps be running? Generally the 80% factor is applied to loads that will operate at maximum ampacity for 3 or more hours.
