I would not call it a short as Gar, but it does figure out to be about 778 ohms in series with the 2000 ohm shunting resister of your meter.
An odd trouble call...

With the winds we've had don't forget to check at the service mast, if it's overhead, or at the pole. I found one at the pole one time after a two hour search.
