In your opinion, would tamper resistant receptacles be required in an animal hospital waiting room? I don't see where an animal hospital would be an exception to the requirement.
 
I don't agree that an animal hospital is covered by the language in 406.12(5). Maybe it should be, but the terms used are for the treatment of humans and not animals.
 
I understand your point, Don. But the rule does mention waiting rooms, and the concern would be for the young kids who are waiting. Would I win a debate over this question? Probably not. Is it worth the extra costs (of which I have no idea) for an extra level of safety? I think so (taking note that it is not my money).
 
I agree it doesn't specifically say animal clinics, however, the idea is safety for younger children and those who don't know any better. The electrical contractor and I had the discussion and it could have went either way. They changed the receptacles to TR as it was only 2 of them. This section could use some clarity.
 
Our humane society has a lot of families visiting for adoption, last year they had over 4,000 animals adopted. TR would be a reasonable requirement, a public input would likely be accepted as a future code change
