Had this question asked to me and I don't know how to answer it, hoping someone in here does!
what does the statement above the index on page 703 mean? (Appendix C) NEC 2008.

"This annex is not a part of the requirements of this NFPA document but is included for informational purposes only"

Does that mean that 9 #12's in a run of 1/2" EMT (Longer than 24") is the most allowed or just a suggestion?

Nine #12 (assuming THHN, THWN, etc) in 1/2" EMT is the most allowed per Chapter 9. The info in ANNEX C is just there for information.
 
Basically that table does the calculation for you but is not part of the code (you should do your own calculation to be sure). I believe that over the years people have pointed out that there are errors in some of those tables. :roll:
