Annex not a part of NEC

Happen to see this while reading the NEC.
"Annex C Conduit and Tubing Fill Tables for Conductors and Fixture Wires of the Same Size.
This annex is not a part of the requirements of this NFPA document but is included for informational purposes only."
Would you think a juristiction has to specifically mention the adoption of the annexes? Also beside these annexes where else does the NEC give guidline for conduit fill?

I don't think any area adopts the annexes, they where not meant to be code.

3XX.22 of each raceway article covers conductor fill and sends you to Table 1 Chapter 9 which is part of the code.

I agree with Bob, Chapter 9 Tables are applicable as referenced. Take a look at 90.3.
