I posted the earlier question about #12 THHN conductors in a 2 in. conduit. It was showed that the code will allows me to have 9- 20 amp curcuit with a #12 THHN current carrying conductor in a 2 in. conduit. If I was to change the current carrying conductors to #10 THHN. Am I correct in believing that I can drate the #10 THHN which has a allowabe ampacity 0f 40 amps to 40%, for the same 20 amp curcuit. 40% of 40 amp = 16 amps.

#10 is 40 amp wire, you can have up to 20 current carrying #10s in a common raceway and use a 20 amp overcurrent protective device.
