Another Breaker Tripping

My hot tub has two breakers - a 50 amp GFCI 10' from the hot tub and a 60 amp at the main panel. Two weeks ago the 60 amp at the panel has started tripping every day or two. I am going through and unplugging various components (the heating element will be the next one to try). But I am curious why the 50 amp GFCI wouldn't trip before the 60 amp (non-GFCI). Any ideas?
