Another sub panel post

Okay so I was looking to install a RV box in my family members yard it's essentially just a sub panel. So I check the main panel and Its a 200 amp meter box combo. There's the 200 amp main and on the bottom of the bus bar is lugs that feed to a garage but it's just 2 hots and then 1 wire off the neutral bar. There is also a 100 amp breaker in there that feeds the house and it has 4 wires running to it.

This panel was done by a well respected electrician and panel was inspected but I'm not sure if the garage was wired in at time of inspection. My question is the 3 wires to the garage to me that's not legal. Am I missing something?

I plan to run 4 wires to RV panel but I just can't believe this electrician would have don't something like that against code so coming here to see if I'm wrong.
 
What kind of raceway did they use?
It's PVC and everything else should be plastic for water and gas but he did have a wire ran to his house for a light switch so that would so even if this was pre 2008 you wouldn't be allowed a 3 wire feeder

So without the EGC the garage feeder is a violation.
 
Yeah that's way I've always understood it. I'm just confused cause the electrician does this for a living and is well recommended I've worked with them once and they seemed very professional. I'm more of a industrial electrician and just do some residential so it made me think I was wrong for some reason. I'm thinking about calling them out on it.
 
Next time I'm there I'm going to open garage panel up to see if they bonded ground or not cause if it's a 3 wire feeder it needs bonded.
