I can't understand why this got red tagged.

This is actually a picture of a friends house. He opened up the wall to install some new headers and thought this was worth send a picture of. The really interesting part is that everything has worked fine in the 12-15 years they've lived there.

look at the fine grounding technique ahahahaha, we are doing a fireburn and when I went into the basement.......... well lets just say I find it hard to believe that a candle was the cause. The water heater and dryer were open splices with no tape, wire nuts or even boxes. there was an open, fused "breaker" disconnect laying in the dirt under the crawl space fed with thhn just shoved through a knockout, once again no pipe, no cable, just thhn through a hole, then from the load side was SEC that went outside through a seal tite nipple that was poured into the foundation wall to another fused "breaker" disconnect on the side of the heat pump. I would mention the other violations/fire hazards/death traps, but I would be here all night.
