Any restrictions regarding lightning protection system for fuel station (steel structure building), the design shows air terminals connected together through tape then two down conductors connected to earth mesh ... any comments?

There are no extrodinary requirements in classified locations beyond installing the lightning protection system consistently with standard practices such as NFPA 780 or API 2003. Both are reference standards mentioned in Section 500.4(B) FPN/IN No 3. In other words, there's nothing special that isn't already required by other standards.

The primary considerations are maintaining proper equipment grounding/bonding connections throughout as already required by Section 501.3 and system inter-bonding requirements already required in Article 250.
