Which apparantly not everyone agrees with.
Just because there is no water pipes in an area doesn't mean a roof can't leak, a window gets left open and rain enters it, or who knows what else. Dry locations can be wet during abnormal conditions.
A leaking water pipe is not a normal condition. Not only is there possible problems with dry location wiring methods, there will be other damage to cabinet and structural damage as a result if not taken care of.
We do not use article 500 wiring methods just because there is a natural gas pipe in the area and it may leak, if it does leak it is an abnormal condition.
