Apartment electrical service disconnect

Greetings,

I am working on apartment complex with 20 units. I was wondering when the service gets into the building do I need to put a main disconnect on it before it goes to feed the apartment meter and disconnect?

If all the units are fed from one service then you would need a main breaker ahead of the individual disconnects as only 6 disconnects would be allowed to isolate the power from the building
