Apartment metering - after the fact

We did some apartments (Section 8, senior) and had the building master metered per the client. Now they want to individually meter the one bedroom units. They are presently fed from a I-Line type panelboard.

Recommendations?

You should check with the building department to make sure that "submetering" is permitted to be installed where the building is located.

And that the E-mon is approved in your area for tariff (monetary) use.
