Apartment Service Disconnect

I am doing a Section 8 senior apartment complex. It will be master metered. Two panelboards in the electrical room will contain the service disconnects for each apartment. The housing authority has its own "qualified" personnel who have access to this room.

While 230.92 calls for an occupant accessible main, it's been discussed that the housing authority really doesn't want the older tenants tripping the "main" breaker.

Do we need to provide a "main breaker" at each apartment panelboard?

If the install could comply with 240.24(B)(1) I would say that a feeder disconnect would not need to be installed in the occupants room.
