API 1125 Barge Overfill connection Capacitance and Inductance

Reading through the API 1125 document and Coast Guard requirements there is a section that states that "
2.4.4 OPERATIONS


A tank barge's overfill control system should not be Used if its inductance or capacitance exceeds the terminal's design limitations or if the terminal's output voltage or current exceeds the barge's design limitations. "

Can anyone tell me why the terminal Capacitance and Inductance must be higher than the Barge Capacitance and Inductance. Other than it is an API Recommended Practice.

Why are you dealing with API 1125? It has been withdrawn since 1991.

I confess I'm totally unfamiliar with it and without knowing it's full context, I would only be speculating.

It is referenced in the CFR Coast Guard requirements for connections to vapor combustion system overfill cables. I was just wondering why the requirement would have been in place and why it is now withdrawn.
