We have UL listed products that we can use for our installations, but what is "or other approved methods"? What exactly does other approved methods mean, and who approves these "other" methods?

The "other approved method" means the AHJ will approve another method of installation.

I understand how the NEC uses this term. What irritates me is how it is applied in the field.
I cannot say how it could be improved, but it would be better if there was a way to remove the "unsavory" ones who abuse this.

I would also say that 90.4 is not well applied (in general), such as the last sentence of the first paragraph and "where it is assured that equivalent objectives can be achieved..." of the second paragraph are concerned.
Just my opinion, not that it really matters. :)

Article 100 is your friend. :)

Approved. Acceptable to the authority having jurisdiction.

Authority Having Jurisdiction (AHJ). An organization,
office, or individual responsible for enforcing the requirements
of a code or standard, or for approving equipment,
materials, an installation, or a procedure.
